Ontario PNP Update: 1,133 OINP Invitations Issued Dec 10

Ontario Issues Over 1,100 Invitations to Apply Through OINP After Two-Month Pause

  • Ontario held five separate OINP draws on December 10, inviting 1,133 candidates
  • Invitations were issued under three key Employer Job Offer streams: Foreign Worker, International Student, and In-Demand Skills
  • Draws targeted candidates in health care, early childhood education, and skilled trades
  • Several invitations were issued through the REDI pilot program aimed at smaller Ontario communities
  • All selected candidates had active Expression of Interest (EOI) profiles and were residing in Canada
  • Ontario is considering a major overhaul to its immigration stream structure in the near future

After taking a break from draws since early October, Ontario came back strong on December 10 by issuing a total of 1,133 Invitations to Apply (ITAs) for provincial nomination. These ITAs were spread across five separate draws under the Ontario Immigrant Nominee Program (OINP), covering three of the program’s Employer Job Offer streams.

This round of invitations focused heavily on essential workers, including those in health care, early childhood education, and select skilled trades. Let’s take a closer look at what happened, who was invited, and what it could mean for your chances of immigrating to Ontario.

What Are Employer Job Offer Streams?

Ontario’s Employer Job Offer streams are designed to help employers fill labour gaps by hiring foreign workers, international students, and those with experience in in-demand occupations. These streams also offer a pathway to Canadian permanent residence for qualified candidates.

The December 10 draws included:

  • Foreign Worker Stream
  • International Student Stream
  • In-Demand Skills Stream

All candidates selected through these draws were already living in Canada and had an active profile in Ontario’s Expression of Interest (EOI) system.

Highlights from the December 10 OINP Draws

1. Foreign Worker Stream

Ontario issued a total of 427 ITAs under this stream. Here’s how that breaks down:

Targeted Group ITAs Issued Minimum Score
REDI Pilot Participants 29 45
Health Care & Early Childhood Education 398 49

Eligible occupations included registered nurses, licensed practical nurses, carpenters, and pharmacists. This stream is open to skilled workers with a job offer in a TEER 0, 1, 2, or 3 occupation under the National Occupational Classification (NOC) 2021.

2. International Student Stream

This stream saw the highest number of invitations, with 692 ITAs issued:

Targeted Group ITAs Issued Minimum Score
REDI Pilot Participants 33 63
Health Care & Early Childhood Education 659 73

This stream is ideal for recent international graduates from Canadian institutions who’ve secured a job offer in an eligible skilled occupation—no prior work experience is required. The majority of invites in this round focused on professionals in health care fields such as nurse aides and physician assistants.

3. In-Demand Skills Stream

The final stream issued 14 ITAs targeting REDI-eligible occupations with a minimum score of 30 points.

Targeted Group ITAs Issued Minimum Score
REDI Pilot Participants 14 30

This stream is geared toward workers in high-demand but lower-skilled occupations, such as home support workers, food processing labourers, and construction-related trades. It’s open to those with a valid job offer and relevant work experience.

What Is the REDI Pilot All About?

The Regional Economic Development through Immigration (REDI) pilot is designed to help address labour shortages and support population growth in smaller and rural communities across Ontario. For this draw, REDI targeted the Census Divisions of Lanark, Leeds, and Grenville.

By focusing on these communities, Ontario aims to spread the benefits of immigration more evenly across the province—not just in big cities like Toronto or Ottawa.

Ontario’s 2025 ITA Totals So Far

With these draws, Ontario has now issued a total of 11,612 ITAs through the OINP in 2025. Here’s the breakdown by stream:

Stream Total ITAs in 2025
Foreign Worker Stream 4,555
International Student Stream 6,232
In-Demand Skills Stream 825
Masters Graduate, PhD Graduate, Entrepreneur Streams 0

As you can see, Ontario has focused almost entirely on employer-driven immigration in 2025—especially streams that fill immediate labour market needs.

Upcoming Changes to OINP: What to Expect

Ontario has proposed significant changes to its provincial nominee program structure. These changes aim to simplify the current system and better align with the province’s economic priorities.

Here’s what’s being considered:

  • Phase One: Combine the three Employer Job Offer streams into a single, streamlined program
  • Phase Two: Phase out existing streams and replace them with:
    • A Priority Healthcare Stream
    • An Entrepreneur Stream
    • An Exceptional Talent Stream

These changes are still under discussion, and no official implementation date has been announced. But if you’re planning to apply for the OINP in the near future, it’s a good idea to stay informed.
