October 9 MPNP Draw Overview

Manitoba kicked off October with a major draw under the MPNP, formally known as Draw #255. In total, 862 skilled workers were invited to apply for a provincial nomination. The draw focused on two main categories: the Skilled Worker in Manitoba stream and the Skilled Worker Overseas stream.

Skilled Worker in Manitoba: 583 Invitations

Out of the total invitations, 583 LAAs were issued to candidates currently employed in Manitoba. To be eligible, candidates had to be working in one of the following:

  • Healthcare-related occupations
  • Home support workers, caregivers, or similar roles

These occupations fall under the National Occupation Classification (NOC) system, primarily within:

  • NOC 44101 – Home support workers, caregivers, and related occupations
  • NOC Broad Category 3 – Health occupations

This occupation-specific approach helps Manitoba address immediate gaps in its healthcare system by attracting individuals with the right skills and local work experience.

Skilled Worker Overseas & Strategic Recruitment: 279 Invitations

The remaining 279 invitations were issued to candidates who declared they had been directly invited by the MPNP through one of its strategic recruitment initiatives. These initiatives connect employers, communities, and ethnocultural groups with skilled individuals overseas.

Here’s a breakdown of those 279 LAAs by initiative:

Strategic Initiative LAAs Issued
Employer Services 45
Francophone Community 43
Regional Communities 8
Ethnocultural Communities 3
Temporary Public Policy (TPP) 180

Notably, this is the second draw in a row where TPP candidates were given priority.

What Is the Temporary Public Policy (TPP)?

The TPP is a special initiative supported by Immigration, Refugees and Citizenship Canada (IRCC) and the Province of Manitoba. It allows eligible skilled workers to apply for an open work permit while their PNP application is being processed. This reduces delays and helps candidates enter the workforce more quickly.

Out of the 862 total LAAs issued in this draw, 203 candidates had valid Express Entry profiles and Job Seeker validation codes—further streamlining their pathway to permanent residency in Canada.

Why Some Candidates Didn’t Receive an Invitation

Meeting the basic eligibility criteria doesn’t always guarantee an invitation. Here are a few common reasons why some eligible candidates may have missed out:

  • Language test results were expired or not properly documented in their Expression of Interest (EOI)
  • Missing or invalid invitation numbers from strategic recruitment events
  • Regulated professionals lacking the correct Manitoba licence or documentation

If you’re applying under a regulated profession, you must have completed all necessary licensing steps. Otherwise, your application could be rejected—even if you receive an invitation initially.

Why This MPNP Draw Matters

These regular draws show how Manitoba is strategically using its provincial nominee program to build a strong, sustainable workforce. By focusing on sectors like healthcare, home support, and community-driven recruitment, the province is not only filling its labour gaps but also encouraging long-term retention and successful settlement.

The Manitoba PNP is one of the most dynamic immigration streams in Canada, offering both in-province workers and overseas applicants a reliable route to permanent residency. Whether you’re currently in Manitoba or applying from abroad, staying updated on these draws is key to maximizing your chances.

Next Steps: Are You Eligible?

Thinking about applying through the Manitoba PNP? It’s a good idea to assess your eligibility first. Make sure your EOI includes valid test scores, accurate job information, and—if applicable—proof of licensing or community involvement.
