The Newfoundland and Labrador Provincial Nominee Program (NLPNP) has two main employer-driven streams for skilled workers: the Priority Skills NL stream targets high-skilled workers in TEER 0 or 1 occupations with a permanent NL job offer; the Skilled Worker stream covers other eligible skilled workers sponsored by a NL employer.
Newfoundland and Labrador has a rapidly aging population and growing labour shortages across healthcare, energy, engineering, and skilled trades. In 2026, the province has prioritized recruitment in healthcare (nurses, allied health professionals, physicians), offshore oil and gas, construction trades (electricians, pipefitters, heavy equipment operators), and information technology.
Both NLPNP streams require a permanent, full-time job offer from a NL employer in an eligible occupation. NL also participates in the Atlantic Immigration Program (AIP), which designated NL employers can use to sponsor foreign workers for permanent residence directly — often a faster route than the provincial points system. Memorial University international graduates may also qualify for the International Graduate stream.
